After configuring VPN/IPSEC in Windows 2000, the security policy fails and the following message apprears in the event log:
"The IPSec driver failed the oakley negotiation with x.x.x.x since no filter exists to protect packets to that destination. Please check the configuration on this machine to ensure at least one filter matches the destination"
